Instructions For Obtaining Proper Curriculum Documentation

One of the steps in the reciprocity process is comparing the applicant’s basic certification curriculum and in-service training hours against the current State of Nebraska curriculum. As mandated in Neb. Rev. 81-1414.13, this comparison is to ensure that the out of state applicant’s training is equivalent to Nebraska’s curriculum.

It is the responsibility of the applicant and their agency to obtain all necessary documentation for submission in the application packet.

Standards vary from state to state and even year to year. For this reason, the Director cannot give pre-determinations to agencies or individual officers on whether the applicant’s previous training will be deemed equivalent to Nebraska’s curriculum. 

The applicant must have a minimum of 450 basic academy hours to apply.

Prior to any staff review of the curriculum, the applicant must submit a completed application packet pre-payment needed for non-law.

The curriculum comparison must be completed before the application for reciprocity will move on to the next step. The applicant’s reciprocity testing will not be scheduled until the entire application is complete.

Training Documentation 

The applicant must submit a copy of their basic training curriculum which lists the course title, summary of course content and number of hours allocated to each topic. Course Schedules and lesson plans will not be evaluated in lieu of the course curriculum listing. 

The applicant will complete Nebraska’s Record of Equivalent Training by matching up course topics from his/her basic curriculum to the course topics listed on Nebraska’s document. The number of hours is recorded in the “Academy Course or Inservice Hours” column.

The State of Nebraska Course Syllabus lists each course title, a summary of course content and the number of hours credited to that course. It is to be used to assign the courses from the applicant’s basic training to the correct Nebraska course, based on course content.  

Consideration is also given all law enforcement-related continuing education hours the applicant has completed since receiving basic training.

To claim credit for in-service hours, the applicant will record the title/topic and number of hours in the “Academy Course or Inservice Hours” column.  A copy of the certificate or record for that In-Service must be included with the Record of Equivalent Training when submitting the application.  Without a certificate or notation on the training record, credit will not be awarded.

Lastly, an applicant who has completed the NCO 80-hour Pre-Academy hours may submit that training for consideration.  TC-921 Training Checklist and TC-922 Verification Forms must be submitted for NCO hours to be considered.

After NLETC review of the submitted training documentation, the agency and applicant will be notified of the training areas where the applicant has not met the equivalency to Nebraska’s curriculum. An agency may choose to provide additional training to the applicant to achieve equivalency. 

Documentation of this training must either be submitted in the form of a certificate or agency documented training. Agency completed training must be on department letter head and include topics covered, amount of time, and signatures by applicant and the agency representative that has completed the training.
